This is Glass Clock set of 3 widget clocks for your home screen.
Add by long click on one of your screens until a popup menu appears,then choose widgets and then scroll down until you see the clock and select it. Or watch this video

Can you make it where you can change the colors of the arrows and pegs but keep the background ckear?

Beautiful. Only problem is that it works only on dark backgrounds.
